SOWETO INFRASTRUCTURE UPGRADE & REHABILITATION PROJECT (QUESTIONS AND ANSWERS)

The ageing municipal water and sanitation infrastructure is a major concern for Johannesburg Water (JW), the municipal owned entity responsible for water sanitation services for the City of Johannesburg. Over the next financial years JW will be spending about R1 billion every year to eradicate the backlog on the upgrading and rehabilitation of infrastructure to ensure that occurrences of water bursts are minimized.

JW recently conducted a study to establish the patterns of water bursts across Johannesburg and from these findings estimated the capital needed to eradicate backlog in the infrastructure rehabilitation and upgrading program. All these projects have the objective to improve service delivery and customer satisfaction by improving and extending JW's infrastructure by replacing old and ageing pipelines

As a municipal owned entity, we are  aware of the problems that are caused by old and ageing municipal water infrastructure and we have put comprehensive programs in place to upgrade and rehabilitate the infrastructure.

Below are the set of questions and answers you might have in relation to various infrastructure upgrading and rehabilitation programs that JW is presently implementing in various parts of the City:

Q: What happened to Operation Gcin'Amanzi? (OGA)
A: Operations Gcin'Amanzi was a name given to one of many JW's infrastructure upgrading projects aimed at enhancing service delivery.

Q: What is this infrastructure upgrading program?
A: JW has a plan to upgrade the City's water and sanitation infrastructure with the aim of improving service delivery.

Q: When is the infrastructure upgrading project starting in Soweto?
A: The project commenced in 2010 following proper consultation with various stakeholders.

Q: Where is the Project starting?
A: The project will start in phase 1, 2, & 3 of, former OGA sites.

Q: Why is the project starting in phase 1, 2, & 3?
A: In order to upgrade the software on all the meters installed.

Q: How will the project be implemented?
A: JW will appoint contractors who will in turn appoint sub-contractors.

Q: What are the benefits of this project?
A: Fixing of in-house plumbing fixtures, debt write-off, improved service delivery as well as customer satisfaction are some of the benefits that customers will receive from this project.

With time the project will move to other parts of the City and the benefits enjoyed on the project such as the debt-write-off will be affected accordingly.

Q: What are the benefits of having a prepaid water meter?
A: With your prepared water meter you will be able to access your free basic water, your water and sanitation debt will be written off over a 36 months period, no billing, you will be able to manage your own water consumption and will also get your emergency water.

Q: Is there any defects liability period on this project?
A: Yes, there is a 3 months defects liability period, during which, you must report all the defects of poor workmanship identified on the work conducted by the contractor within 3 months of the work being completed.

Q: Do I have to sign a Service Level Agreement for my meter to be upgraded?
A: Yes, to provide JW permission to work in your property.

Q: Why must I have a meter in my house?
A: It is the City of Johannesburg policy to ensure that water consumption is metered through the installation of prepaid and or conventional water meters. To also ensure accurate billing for each account holder.

Q: What is going to happen to houses without meters?
A: As part of the infrastructure upgrading plan, all residential properties within the City of Joburg will be metered.



Q: What will happen to by-passed meters?
A: All the by passed meters will be fixed by JW at no cost to the customer. Thereafter the municipal bt-laws and law enforcement will be applied to all illegal connections.

Q: When will my Free Basic Water be dispensed into my meter?
A: The Free Basic Water is dispensed automatically on the 1st day of each month.

Q: After how many days can we report the non dispensing of Free Basic Water?
A: Within the first 7 days of the month.

Q: What if I cannot afford to pay for water once my Free Basic Water is finished?
A: You can apply for the Expanded Social Package and have your Free Basic Water increase to 10kl per month and receive all the other social benefits given as part of the Expanded Social Package.

Q: Now that I have a Prepaid Water Meter, will i still receive a monthly statement
A: Yes, you will receive the statement until the debt write-off has been effected.

Q: Why is my water bill still high?
A: With time your bill will be reduced as part of the debt write-off.

Q: Where do I report if my mete does not dispense my Free Basic Water?
A: At the nearest City of Joburg Connect Call Centre: 011 375 5555

The pump moves water to the basement water pressure tank, inside the tank is an air bladder that becomes compressed as water is pumped into the tank.Thank you for sharing valuable information.
